Bahrain Museum Development.
Project summary
A collaborative route to museum renewal.
In 2025, CIE contributed museum-development expertise to a collaboration between the Bahrain Authority for Culture and Antiquities (BACA) and the European Union’s Outreach Facility for the Gulf Cooperation Council. The work focused primarily on the Bahrain National Museum, with the Qal’at al-Bahrain Site Museum included as a connected institution.
The project brought museum teams, public authorities and international specialists into a structured process of reflection and exchange. Rather than treating the work as an external audit, it combined preparatory research, a self-assessment exercise, field observation and dialogue with staff. This created a shared basis for identifying priorities and planning realistic next steps.
The resulting vision placed collections, people and public value at the centre of museum development. It connected immediate improvements with longer-term institutional renewal, international exchange and stronger relationships with audiences.
Working process
From reflection to roadmap
The collaboration moved through four connected stages, building a public-facing direction from institutional knowledge and on-site exchange.
Prepare
Background research, stakeholder conversations and a reflective “Quick Scan” helped museum teams describe their present practice and ambitions.
Visit
A field mission from 21 to 24 July 2025 brought together leadership, collections, conservation, education and visitor-experience perspectives.
Develop
Observations and discussions were translated into a shared vision and a phased route for institutional development.
Share
The vision and roadmap were presented in October 2025 to continue dialogue between BACA, the EU and potential collaborators.
Connected priorities
Five areas for sustainable change.
- Governance and management. Clearer coordination, planning and professional development across museum functions.
- Collections care, storage and records. Stronger systems for stewardship, documentation and access.
- Digital renewal. Practical routes for digitisation, information management and future public access.
- Outreach and education. Museums understood as active places of learning, participation and exchange.
- Buildings and visitor experience. Coordinated attention to facilities, interpretation, accessibility and the public journey.
Long-term direction
A phased route forward
The roadmap organised future possibilities into stages. It provides a direction for partnership and development; individual actions depend on further agreement, resources and institutional decisions.
Framework & advisory
Establish shared priorities, roles and an advisory structure during an initial six-month phase.
Pilots & capacity building
Test focused initiatives in documentation, digitisation, collections care, co-curation, education and staff exchange.
Masterplan development
Connect the learning from pilots to a coordinated institutional and visitor-experience plan.
Long-term implementation
Advance agreed priorities through sustained partnerships, investment and knowledge exchange.
Public value
Museums as places of connection.
The project’s wider purpose was to strengthen Bahrain’s museums as trusted places for collections, knowledge and public life. Its direction combines care for material heritage with staff capability, digital access, education and more responsive visitor experiences.
By working from the knowledge of museum teams and linking it to international exchange, the collaboration created a basis for future co-curation, training and partnership. The ambition is not simply to renew buildings or displays, but to reinforce the museums’ national, regional and international roles.
